It has to do with lighting design. Directors and designers would much prefer to start later.

Lighting designers prefer pitch black. For MACBETH, they started at 8:30pm because it's a shorter Shakespeare play and of course, that play needs to be done in dark and shadows. They can't really start much later than that because the park does require them to be out at a certain time. I think the Parks Department would prefer they start earlier but at 7pm, it's broad daylight still in June.
